This item was rewarded to participants of the Gamescom 2011 DOTA 2 International Championship. It is based on the face of Clockwerk, also known as Rattletrap, a hero in Dota 2.

There is no known instances of this item, although the owners probalby never player Team Fortress 2 thus their inventory never initialized or loaded.
