This item was rewarded to participants of the Gamescom 2011 DOTA 2 International Championship. It is based on the scope worn by the Sniper (also known as Kardel Sharpeye) in Dota 2.

There is no known instances of this item, although the owners probalby never player Team Fortress 2 thus their inventory never initialized or loaded.
