This item was rewarded to participants of the Gamescom 2011 DOTA 2 International Championship. It is based on the hat worn by the character Storm Spirit in Dota 2.

There is no known instances of this item, although the owners probalby never player Team Fortress 2 thus their inventory never initialized or loaded.
